修复

#5264、#5301：implemented 引用在 mmg/hl-ui Gitea 不存在，回退 claimed 并清空虚假 ref/verified_at。
#5292：最终 ref 不存在，回退 claimed；仅保留可达的初始实现 7b99fe7d，继续登记默认全行程与 ARRIVAL 页面阻断。
#5299：将不可达旧 ref 更正为可达的部分实现 bfcfafc6；递归更新和车辆行司机汇总仍未验收。

验证
