• add hl-changelog/v2 handoff for wx/HL#5263
• keep frontend_status=pending with empty owner/ref
• document required per-vehicle final-confirm SMS choice, status query, and controlled retry
• record OpenAPI not_configured and consumer contract not_required truthfully

Validation

• hl changelog lint --allow-pending: passed
