chore(changelog): 领取 5292 前端任务

修改原因：#5292 经管理后台历史核账确认尚未实现，需要在派发写 Agent 前建立唯一领取人和可追溯 source 证据。

修改内容：将 #5292 changelog 的 frontend_status 更新为 claimed，并将 frontend_owner 设置为 hl-admin。

实际验证：嵌套仓库 46 项 changelog 文件名、frontmatter 与路径别名测试全部通过。
