修改原因：ticket 5282 已确认进入管理后台实现流程，需要先登记前端领取状态。

修改内容：将 frontend_status 从 pending 迁移为 claimed，并将 frontend_owner 设置为 hl-ui-pi。

验证结果：alias-aware transition、嵌套仓库测试与 changelog 状态校验通过。对应 changelog：changelogs-v2/2026-07/27_5282_矩阵年度月度订单统计-新增接口-管理后台.md；Issue #5282。
