chore(changelog): 领取 5284 管理后台消费

修改原因：ticket 5284 核账确认前端仅部分实现，需要先登记管理后台领取状态。

修改内容：将 frontend_status 从 pending 迁移为 claimed，并将 frontend_owner 设置为 hl-ui-pi。

验证结果：alias-aware transition、嵌套仓库测试与路径别名校验通过。对应 changelog：changelogs-v2/2026-07/27_5284_建议车辆槽位由车务自由删减-修改接口-管理后台.md；Issue #5284。
