chore(changelog): 领取 #5283 前端消费核账

修改原因：#5283 状态核账已确认进入管理后台消费流程，需要先记录明确负责人。

修改内容：将 frontend_status 从 pending 迁移为 claimed，并登记 frontend_owner 为 hl-admin。

验证结果：changelog 质量门测试 46 项通过，path alias 校验通过，目标文档 diff --check 通过。
