修改原因：HOLD 空 code 降级仅调整后端通知通道与 outbox 终态，前端字段和枚举均未变化。

修改内容：将 changelogs-v2/2026-08/04_5505_HOLD派车短信空串code降级-修改接口-管理后台.md 标记为 not_required。

实际验证：只读核对通知日志 status=3、failReason 展示及 HOLD canRetry 门禁，现有页面可正确处理且不会误开放重试。
