chore(changelog): 领取 #5295 管理后台任务

修改原因：#5295 后端现已部署并通过网关验证，管理后台 Step3 需要改用聚合车辆费用并移除独立确认动作。

修改内容：将 frontend_status 迁移为 claimed，并记录 frontend_owner=hl-ui-pi。路径：changelogs-v2/2026-07/28_5295_Step3聚合车辆费用-修改接口-管理后台.md。

实际验证：validateV2Document 通过；source npm test 46 项、check:path-aliases 与 git diff --check 通过。
